You know the little tape circle reinforcers that you use when your paper rips out of a binder? I have been looking fot it but i don't know what they are called! HELP!

I have a certificate that came in a VERY nice binder with a plastic sheet covering it. I have the binder open and setting on a shelf. The certificate and cover sheet are starting to bow out in the middle. What is the best type of tape to secure the certificate and cover sheet without causing any long term damage?
Any double sided tape for scrapbooking will be acid free and although are permentant they will not harm your docments, glue dots are also ok, have a look in Michaels along the adhesives row for something acid free and archival safe.
The outside of the binder feels like a rough book sock. There's not any place to slip any papers into the outsides. So, the only option I have is to start drawing all over it in sharpie or duct tape a bunch of stuff to it. I don't know what to draw or what to duct tape. Do you have any ideas??
